Commentary:
To most cities graffiti is a sign of vandalism, but if you look  around at the eclectic beauty that is Austin TX its the graffiti that make venues like Jo's Coffee and castle hill famous. Austin would not be Austin without its art. Maybe giving artist or even just experimenters a place  to express the art form would keep them from looking to office buildings and neighborhood fences for their black canvas, so that Austin's talented artists can keep expressing, and don't get in trouble for vandalizing.
